We are big fans of renting homes (vacation rentals sites galore, I like  http://www.oregonbeachvacations.com/). Renting homes is great because they usually rival the cost of a boring hotel and many have great views and access to the beach. Having a full kitchen is great, too especially with all the awesome seafood markets out there...mmmm...

Outside of that, I really like the Ocean Lodge, Hallmark Inns and Surfsand in Cannon Beach. The Hallmark down in Newport is great, too. The Elizabeth Inn is also nice in Newport. A great B&B south of Newport is the Stone Crest Cellars. 

Of all the cities, Cannon Beach is my #1 favorite. Lincoln City is #2 and Newport is #3.

PS-- nearly all hotels and rental homes are dog friendly for a fee.
